The Public Record

Everything the coalition says about Timberland Regional Library should be checkable against the record. This page collects that record in one place: recordings of the board's own public meetings, the documents the district publishes, the State Auditor's reports, and records produced under Washington's Public Records Act. Each item links to its official source. We add to it as the record grows.

How this collection is built. Every item here is a public record: a recording of an open public meeting, a document the district or an oversight body has published, or a record produced to the coalition under the Public Records Act (chapter 42.56 RCW). Nothing here was obtained any other way. If you spot an error, or know of a public record that belongs here, email WeLoveLibraries@proton.me.

Board of Trustees — meeting recordings

TRL board meetings are open public meetings, recorded and hosted on AV Capture All, the district's meeting-video platform. Watching the board conduct the district's business is the single best way to understand how decisions are being made.

Recordings are hosted on AV Capture All, the district's meeting-video platform; minutes are the approved PDFs on trl.org. Meetings from 2021–2022 predate the district's video platform, so only minutes are available. The July 18, 2026 Board Retreat was held at the Administrative Service Center; its recording was published July 19, 2026.

Published board documents

Each meeting's agenda, board packet, monthly financials, and Highlights reports are posted as “Related Documents” on that meeting's recording page (open a recording above and look for the documents list). The district also publishes its budgets and annual reports directly: trl.org/budget · trl.org/annual-reports.

Washington State Auditor

The State Auditor's Office audits TRL every year as a Washington local government. These are the official reports, hosted on the Auditor's own portal:

  • Financial Statements Audit Report No. 1039929 — period Jan 1 – Dec 31, 2024; published June 11, 2026 — read the report (PDF). An unmodified (“clean”) opinion on the district's cash-basis financial statements; the audited figures behind the reserve decline on the Money page.
  • Accountability Audit Report No. 1036255 — period Jan 1 – Dec 31, 2023; published Dec 19, 2024 — read the report (PDF). Areas examined included procurement (public works) and financial condition; the published report contains no formal audit finding in those areas.
  • Financial Statements Audit Report No. 1036267 — period Jan 1 – Dec 31, 2023; published Dec 19, 2024 — read the report (PDF). An unmodified (“clean”) opinion on the district's cash-basis financial statements, with no material weaknesses identified.

The full audit history — including earlier years and any future reports — is searchable on the State Auditor's audit-reports portal (search “Timberland Regional Library”). We will link the FY2024 accountability report and the FY2025 reports here when the Auditor publishes them.

Public Records Act productions

The coalition files public records requests under chapter 42.56 RCW and will post the records the district produces, together with the requests that produced them — so every document can be traced from request to production. Records are presented without commentary, so that journalists, officials, and neighbors can read them for themselves.
